along with tax base Rolling Hills homeowners had an abandoned car in their neighborhood, and they wanted something done about it. Repeated calls to the county produced promises but no action. Rosanne Greco, president of the homeowner's association, turned to the city of Bowie for help. Rolling Hills was on the city's outskirts and homeowners had been talking about annexation for about 10 years. Greco invited city officials to the homeowner's board meeting and the residents liked what they heard. About five months later, they were incorporated into the city. And the car? Two weeks after annexation, the car was removed. Bowie's original boundaries included 480 acres. Today it covers 11,376 acres. The city has completed three annexations this year and is slated to annex the new Saddlebrook West development later this month. City Manager David Deutsch told the City Council recently that "an ongoing annexation program is vital." "We have a fairly broad and significant array of services that we provide," said Deutsch. "And one way make the costs manageable to residents is to grow the tax base." How exactly do annexations affect the city's tax base? Take Saddlebrook West as an example. Each of its 111 homes cost an average of $300,000. Deutsch calculated in a recent memo that Saddlebrook's annexation would generate $148,558 for the city annually from property taxes and other fees. Meanwhile, extending city services will cost just $65,460. The total impact is an $83,098 revenue increase for city coffers. According to a recent City Hall memo, the city is eyeing substantial areas of land for possible future annexation. The Church Road corridor, the Race Track Road area and Bowie State University are all likely candidates. Does all this annexation come with a price? Kevin Best, a spokesman for the Maryland Municipal League, said there is little affect on the county, because the decreased revenue has little impact when spread across the county's entire budget. "One pro is it allows the town to expand naturally, in a planned manner, so there are not undesirable land uses happening in the fringes of the town," said Best. At least some residents on Bowie's fringes, though, see a problem with Bowie's rapid growth. Fred Tutman calls Bowie a "sprawl engine." Tutman is the president of Patuxent River Civic Association, which covers the so called rural tier to Bowie's east. Bowie has purchased three large pieces of property in the rural tier over the past 10 years. "If you establish a land use outside your boundary," said Tutman, "that's annexation no matter what you call it." Bowie Mayor G. Fred Robinson acknowledged that rural tier residents have expressed concerns about the city's planned uses for the Bowie owned properties, but said that the city is "treating them as a stakeholder in this decision" and "will do everything we can to accommodate their needs." Deutsch said there are many misconceptions about the city's annexation policy. "People think we're out there with a hard sell, essentially going after neighborhoods to lure them into the city," said Deutsch. "Quite frankly, our approach is quite the opposite." Deutsch said he and his assistant, Denise Mahoney, go out to meet with a community after residents contact them. Their low tech presentation offers homeowners a view of the pros and cons of annexation. Mahoney also crunches numbers so homeowners can see how their taxes will be change. That rate can range a $45 to $400 increase based on the house's value. The mayor said that one of the biggest benefits for neighborhoods is the city's widely praised snow removal services. "We'll get a rash of annexations as soon as the snow's done," said Robinson. Karen Maggart, president of Olde Stage Knolls Homeowners Association, said her community decided to become part of the city last year after troubles with county snowplow service.
